Eligibility & Applicant Categories

Water connections are tied to property ownership and structural legality. Your category determines the documents you'll need.

Property Owners
New connections are issued in the owner's name only. You need a registered Sale Deed, Jamabandi (Record of Rights), or Allotment Letter (Housing Board / cooperative). Liability for bills and infrastructure rests with the titleholder.
Flat Buyers / Allottees
If you bought a flat in a multi-storey building, you need a registered Sale Deed or Allotment Letter in your name, plus an NOC from the builder / housing society. The building must already have an approved building plan and completion certificate. The connection is issued in the flat owner's name, tied to that specific unit.
Tenants
Can get a separate meter, but must submit a sworn NOC affidavit from the property owner, a valid rent agreement, and the owner's revenue documents.
Post-1979 Buildings
Require an approved building plan and a completion/sanction letter from MC Shimla Architect Planning Branch or the Town & Country Planning (TCP) department. No sanction letter = no connection.
Pre-1979 Buildings
Exempted from building plan. Instead, provide Patwari certification and old Jamabandi records proving the building existed before modern town planning laws.
Within MC Limits
Properties inside Shimla Municipal Corporation boundaries. Require NOCs and tax clearances from SMC. Benefit from lower domestic tariff rates.
Outside MC Limits
SADA, Nagar Panchayat, or TCP areas. Require clearances from their respective local bodies. Higher tariff rates apply. Must submit affidavit declaring domestic-only usage.

  • Allotment Letter (for government housing schemes, cooperatives, or Housing Board properties)
  • Building Sanction / Completion Letter from MC Shimla Architect Planning Branch (post-1979 buildings)
  • Municipal Tax Clearance Certificate from MC Tax Department โ€” no outstanding property tax, solid waste, or water arrears
  • Patwari certification + old Jamabandi (pre-1979 buildings only, in lieu of building plan)
  • Government photo ID โ€” Aadhaar Card, Passport, or Voter ID
  • Secondary proof of address โ€” Electricity bill, Ration card
  • Affidavit declaring domestic-only usage (mandatory for properties outside MC limits)
  • Tenant NOC affidavit from property owner + rent agreement (if applying as tenant)
  • Site plan drawn on tracing cloth by a Licensed Plumber (from SJPNL/MC empanelled list)
  • Plan must show: nearby buildings & roads, main line location & diameter, proposed branch line route, existing connections at the ferrule point
  • Licensed Plumber's stamp and signature on the application form (Form-C)
  • Road-cutting permission from Roads & Buildings Dept / PWD (if excavation of public roads is required)
  • Building plan must include a functional rainwater harvesting (RWH) system โ€” mandatory for new constructions
  • RWH tank for non-potable secondary use (toilet flushing, washing, gardening)
  • Borewell applicants: RWH recharge structure required within 6 months of HP Ground Water Authority permit

Application Process

Submit Form-C at the MC Suvidha Centre (Old Court Building) or apply online through SJPNL, Himseva, or e-District HP portals.

File Form-C with all documents at the Suvidha Centre or online. You'll receive a unique diary / reference number.

Revenue Verification

Revenue Assistants send a Meter Reader to verify the premises โ€” checking for existing connections, disconnected lines, and any unpaid dues. Outstanding arrears = rejection.

Technical Feasibility

The Junior Engineer inspects the site, verifies the tracing cloth plan, evaluates distance from main line, elevation gradients, and existing load on the distribution node.

First Approval & Demand Notice

On technical clearance, the Executive Engineer signs a demand letter listing connection charges, security deposit, sewerage fees, and meter testing fees.

Pay Fees & Physical Installation

Deposit fees into the municipal treasury. Your licensed plumber executes excavation, pipe-laying, and ferrule installation per CPHEEO standards.

Meter Testing & Final Sanction

Submit your IS 779:2004 compliant meter to the MC meter workshop (testing fee: โ‚น50). After installation, the plumber files a Fitting Completion Report. You receive your Water Billing Account Number and final sanction letter.

Timeline: Statutory limit under the HP Public Service Guarantee Act is 30 days. In practice, SJPNL advises the full process (including physical works in hilly terrain) can take up to 60 days.
